Qualifies

Tell/Kavet/Mezei 2013 used 902–928-MHz utility logs from >88,000 individual METERS (not persons); 99.9% transmitted ≤1.12% of the monitored interval in that operator network, with EPRI funding. Another 2020 meter-bank original abstract reported a 13% six-minute duty factor for an 81-meter bank, showing no universal <1% rule.
