Do governments suppress working water-powered or free-energy engines?

Hydrogen can be produced from water and then used as a fuel, but splitting water requires energy: water is not a net energy source. Patents and demonstrations are evidence that devices were proposed, not that they delivered more usable energy than their inputs. The best-known water-fuel claims do not provide independently replicated energy balances showing a self-sustaining or over-unity machine, and no verified evidence establishes a coordinated government suppression program for a working device.
